The city deems it advisable to provide for the offense of careless driving within the city, and such offense shall read as follows:

CARELESS DRIVING. No person shall operate or halt any vehicle in such a manner as to indicate a careless or heedless disregard for the rights or the safety of others, or in such a manner as to endanger or be likely to endanger any person or property.

Any person who violates any of the provisions of this chapter shall, upon conviction thereof, be punished by a fine of not more than one hundred dollars.
