Any person or corporation who shall place or cause to be placed in or across any street, or part of a street, where any railway crosses such street or part of street, any locomotive, railway car or train of railway cars, and permits the same to remain in such street or part of street for more than ten minutes, shall be deemed guilty of a misdemeanor, and upon conviction thereof be fined in any sum not exceeding fifty dollars, and stand committed to the city prison until such fines and costs are paid.
