It is unlawful for any person to throw, place, deposit or leave, or cause to be thrown, placed, deposited or left in, on or about any city street and highway any dirt, filth, sewage, sweeping, dump ashes, tin cans, bottles, glass, paper, rags, tree cuttings, grass, garbage or other refuse of any kind.

Any person violating any provisions of this chapter shall, upon conviction thereof, be fined in an amount not less than fifty dollars, nor more than five hundred dollars, plus court costs.
